Artis 3: Transforming Jelutong, Penang 

Artis 3, a development project located in Jelutong, DTL, Penang, is a testament to our architectural consultancy services' ability to transform landscapes and communities. The project, which spans Lot 516, 701, and part of Lot 524, is a residential development that caters to a diverse range of housing needs.

This development, known as Artis 3, is divided into two parcels: Block B, C, and D (medium cost) and Block E (low cost). Block B, C, and D received their Certificate of Completion and Compliance (CCC) on 21st November 2019, while Block E was physically completed and received its CCC on 11th August 2020.

Design challenges

The Artis 3 project presented several unique challenges. Our architectural consultancy services in Penang were tasked with dividing the 5.37-acre rectangular plot, originally occupied by 695 units of various sizes, into three major plots, each designed to cater to different market housing needs.

1. The  plot of land was located within a 5-minute drive to the Jelutong Highway, offering excellent connectivity to the expressway linking to Penang Bridge and a short 10-minute drive to Georgetown's inner city.

2. Block E was designed to accommodate 70 squatters who were relocated to the same site to preserve the social ties that had evolved over the years. This block houses 158 units of low-cost housing, each 700 sq ft in size. The block features a wider corridor of 1.8m, creating a pleasant environment for this low-income group. A whole floor of community facilities, including a hall, study rooms, and a games room, was provided at level 10, with covered car parking on the rest of the podium floors.

3. In the middle of the rectangle, we created three blocks, namely B, C, and D, housing 373 units ranging from 1050 sq ft to 1250 sq ft in size. Block B and D are connected up to level 17, after which Block B continues to rise as a square tower until level 34. All units in Block D face the 50m swimming pool at level 7.

Block C, an independent tower of 26 levels, houses 141 units ranging from 500 to 700 sq ft, catering to the affordable housing market. This block has its own lift core and separate drop-off point for residents and cars.

All residents can share the use of common facilities at levels 7 and 8, which include a lap pool, children's pool, gym, squash court, badminton court, music room, hall, and more. These facilities, distributed over two floors, provide a quiet environment for all residents, irrespective of their income status.

4. The podium façade features a series of wavy aluminium fins arranged over four storeys to reduce the visual impact of the car parking bays. The façade of Block D is covered with panels of timber boards arranged vertically and staggered until the last floor, reducing the view of the surrounding low-cost units and creating more privacy for the residents of Block D.

The strategic design of Artis 3 has resulted in an upmarket physical environment, transforming an area formerly filled with squatters and surrounded by low-cost blocks. The upgrading of the surrounding roads and drainage has transformed this area into a clean and organized physical environment, enjoyed by all the local population.
